Japanese banks, Chinese technology platforms, and Indian software companies come within scope of the EU AI Act where they place an AI system on the EU market, put one into service there, or their AI system output is used in the EU. Transparency obligations apply from August 2026; the high-risk AI deadline (Annex III) was extended to 2 December 2027 by Regulation (EU) 2026/1744, but these obligations still apply to Asian organisations with EU customers.
